Special case - Create folder at root level

Create folder (or factory object) at root level. But not allowed to assign organizational ownership to top level:level organization:

A scenario where the user should be able to create a Product folder (or factory object) at root level in the editor, i.e. not placing the folder within another folder. But the user should only be able to assign the folder to a lower level organization, need to look like following.

STEP 1: Create a role that allow creation of folder. (In this case Product, Process, Variant and Tool folder)

STEP 2: Create a role that allow creation and editing of folder and part. As well as assigning organizational belonging.

STEP 3: Assign role "0." to the top level organization. This enables the user to create a role at root level. Assign role "1." to the lower level organization.
