Create folder at root level. But not be able to assign organizational ownership to top level:

A scenario where the user should be able to create a folder (or factory object) at root level in the editor, i.e. not placing the folder within another folder. But the user should only be able to assign the folder to a lower level organization, need to look like following.

STEP 1: Create a role that allow creation of folder.

STEP 2: Create a role that allow creation and editing of folder and part. As well as assigning organizational belonging.

STEP 3: Assign role "0." to the top level organization. This enables the user to create a role at root level. Assign role "1." to the lower level organization.
